AC fan bar: darker grey (not faded orange) for set level when off

Applies to both the Dashboard's ZoneCard and kiosk's KioskZoneBlock since
they share the .ac-block/.fan-bar CSS. Previously 'off' just applied opacity
on top of the normal orange 'on' colour, which read as a washed-out active
state rather than a clean neutral one -- now explicitly var(--text-mid).
